The powers that be consider it important that the lights stay on and they don't have prices going up and down every time the wind blows. IMHO, they should consider motor fuel equally important.

Refineries would be built if they were guaranteed a minimum volume and profit. As it stands, refining can't earn its cost of capital and so no new refineries are built.
